About the program

The program comprehensively addresses the main challenges of public administration in Peru, offering up-to-date, practice-oriented content on topics such as public investment and procurement, budgeting and public finance, strategic human talent management, digital transformation, and results-based public policy. Through an applied methodology based on the analysis of real-world cases and situations, participants will acquire the knowledge and tools to make more efficient decisions, lead change processes, and actively contribute to strengthening the public service.

The development of the courses will be the responsibility of recognized specialists in Public Management, with a track record at the level national and international. Participants will have the opportunity to share spaces for study, analysis and dialogues with more than 15 experts from different professions and with solid experience in policy implementation public institutions from senior management State. This diversity of profiles enriches the process educational and guarantees a vision multidisciplinary, critical and modern about the various challenges that arise in public administration.

Training axes

Four key pillars to strengthen public management with integrity and efficiency.

  1. Public investment and procurement

    This module provides comprehensive training for both professionals seeking to enter the field of public investment management and those with prior experience or training in the Invierte.pe system and public procurement who need to update and strengthen their skills in key areas. It will cover Public-Private Partnerships (PPPs), Works for Taxes (OxI), and Government-to-Government (G2G) Contracts as integral components of public management. Throughout the module, participants will review current regulations and laws for the evaluation and execution of investments, analyze the new State Procurement Law and its strategic implications, and present real-world case studies of innovative mechanisms. The module will also address the challenges of the BIM Peru Plan as part of the transformation in public infrastructure management. Its practical and up-to-date approach allows participants to broaden their scope of action, improve their decision-making, and respond effectively to the evolving challenges of the public investment system in Peru.

  2. Public budget and public finances

    This module provides an understanding of the technical and strategic foundations of the budget cycle, as well as the management of public finances within the framework of fiscal sustainability and public value. It analyzes the key components of the State's budget system, its current regulations, and the use of Results-Based Budgeting (RBB) as a tool for decision-making focused on spending efficiency and impact generation, as part of public management. The module incorporates the use of data analysis tools for budget management, the design of key performance indicators (KPIs), the evaluation of the impact of public policies, and the review of spending with a focus on efficiency and transparency. The module develops participants' capacity to connect financial management with strategic decision-making, promote a culture of accountability, and contribute to efficient, results-oriented public administration.

  3. Strategic management in the public sector

    This module focuses on strengthening strategic capacities as part of public management. It covers everything from the design of public policies and the coordination of national, sectoral, and institutional plans to the effective implementation of projects in complex contexts. It delves into public ethics and the control system as pillars of institutional integrity, as well as the strategic management of talent within the framework of the SERVIR System, with an emphasis on human resource planning and the development of job profiles. Furthermore, it analyzes the impact of digital transformation on improving public services, considering both its technological components and the challenges of change and governance that its adoption entails. The module provides participants with key tools to lead change processes, coordinate with multiple stakeholders, and manage with a strategic approach and integrity.

  4. Experts forum

    The program includes two special sessions for reflection and dialogue led by renowned public sector experts, focusing on relevant issues on the public agenda in Peru. The opening forum will address the main challenges facing the State in terms of governance and the effectiveness of public action, providing a strategic and challenging perspective that marks the beginning of the program. The closing forum will be dedicated to technological developments being applied in the public sector (Govertech), presenting national and international experiences that integrate new platforms, data, and citizen participation. Both sessions also represent a valuable opportunity for the exchange of ideas, collaborative learning, and networking among participants working toward better public service in the country.

Learning Objectives
  • To strategically identify and manage the closing of infrastructure gaps within the framework of public investment projects, applying in a timely manner the most appropriate execution methods and contracting processes, in accordance with current regulatory criteria and the stages of the investment cycle. 
  • To effectively apply the tools of the National Public Budget System To optimize the efficiency and effectiveness of public spending, integrating the fiscal sustainability approach, Results-Based Budgeting (RBB), data analysis and performance indicators, in order to strengthen decision-making and promote an institutional culture of accountability. 
  • Design and implement public management strategies with a comprehensive approach, incorporating principles of ethics, human talent planning, policy coordination and the use of digital technology, to lead change processes and generate public value from a systemic and institutional perspective. 

 

Teaching methodology

The program follows a theoretical-practical approach, geared towards the direct application of the Knowledge in real-world public sector contexts. Each course is taught through synchronous sessions that integrate conceptual presentations with the analysis and discussion of real-world situations, applied exercises, and practical cases, selected based on the main challenges currently facing the Peruvian State. 

Throughout each course, participants will apply the learned content through in-class case studies, fostering critical thinking, strategic decision-making, and collaborative work. At the end of each module, two integrative assessment sessions will be held, focused on case analysis, to demonstrate understanding, articulation, and integration of the acquired knowledge. 

 

Mode

The program is delivered remotely, in a synchronous virtual format, allowing participants to connect in real time from anywhere in the country. All courses are taught virtually through live sessions that encourage active participation, the exchange of experiences, and direct interaction with instructors. 

With the aim of enriching the learning experience and fostering personal interaction and professional networking, the program includes two in-person sessions: one at the beginning and one at the end. These sessions will allow participants to connect with their peers, interact with the program's specialists, and build collaborative networks that extend beyond the virtual environment. 

This combination of virtual and in-person activities offers flexibility without losing the value of human contact, creating a learning community committed to improving public management in the country. 

 

Certification

Specialized Program Certificate issued by UDEP: 

It will be awarded to participants who have passed the program with a minimum grade of twelve (12) and meet a minimum of 75% class attendance. 

Certificate of participation: 

This certificate will be awarded to participants who do not pass the program but have a minimum of 75% class attendance. It will only be issued by UDEP. 

The certificates will be issued digitally.
