About the program

The specialization program aims to provide an up-to-date and practical overview of the concepts that comprise the main disciplinary regimes of the Peruvian public service. This seventh edition will place special emphasis on the analysis of functional administrative liability under the purview of the Comptroller General of the Republic, particularly regarding infractions related to public procurement and the State's financial management. Specialized sessions on disciplinary litigation and the regulation of conflicts of interest in the public sector will also be included.

Competitive advantages of this seventh edition

This seventh version will allow the participating student to immediately take the next course on "Disciplinary Regimes of Judges and Prosecutors", in order to complete a comprehensive and specialized training in Disciplinary Law applicable to almost all the systems in this sector.

The course on judicial discipline will begin in October of this year. Upon completion, students will be able to obtain two specialization certificates from the University of Piura, with a discount on the second program. Students may also complete only one of the two programs, according to the rules and content of their chosen program.

Goals
  1. Theoretical and practical training in the most relevant concepts and principles of Peruvian disciplinary law.
  2. Training in essential litigation techniques in disciplinary proceedings.
  3. Preparation in the complex forms of action in functional administrative responsibility and other special disciplinary regimes.
  4. Training in matters of conflict of interest prevention in the public sector.
Modality

The program will be delivered in a blended learning format.

In-person classes will be held at the Lima Campus (Calle Mártir José Olaya-162, Miraflores).

It will also be offered in 100% online format.

All students will have 24/7 access to the UDEP Virtual platform, where they will find the reading material sent by the teachers, presentations indicated by the teacher, and recorded classes*.

We also offer an online option for those outside of Lima; please note that classes will be broadcast via Zoom from the classroom on the university campus.

*The virtual platform and recorded classes will only be available until the final assignment submission date. After that, they will be deactivated.

Teaching methodology

All sessions will be led by distinguished national and international professors specializing in the subject matter. Furthermore, it should be noted that in-person classes will provide close interaction between instructors and students, while online classes will offer students the flexibility to listen and actively participate in the lectures.

All classes will combine different methodologies, using both lectures and case studies, depending on the subject matter.

Certification

The program consists of 130 academic hours, which correspond to: 84 effective hours of classes, 16 hours to complete the final course assignment and 30 hours of studying materials.

The digital certificate in the name of UDEP will indicate: Certificate awarded to the student “Names and Surnames” for having passed with a grade XX the Specialization Program in Disciplinary Regimes of Public Employees, carried out in person (or online) from September 1 to October 24, 2026, equivalent to 130 academic hours.

The certificate of completion is awarded provided the participant passes the program, has no outstanding debt with the university, and meets the 80% attendance requirement.

If you do not pass the program and have no debt with the university, you will be awarded a certificate for having participated.

The certificates will be sent to the participants' email addresses in December 2026.
