This diploma program offers a comprehensive theoretical and practical overview of Economic Administrative Law, focusing on the regulatory frameworks applicable to highly regulated sectors and the country's main economic activities. Topics covered include public services, intervention in activities with high environmental impact, infrastructure management, urban planning, and construction.

Furthermore, the program includes specialized courses in Competition Law, regulatory oversight, the economic aspects of regulation, and administrative sanctions law, providing comprehensive training to address current regulatory challenges. This multidisciplinary approach enables participants to acquire the necessary tools to understand and manage the various aspects of regulation in key sectors of the economy.

 

Program Objectives
  • Develop a deep understanding of the regulatory framework and Economic Administrative Law, with a focus on the regulation of key sectors in the public and private spheres, and on the role of regulatory bodies (INDECOPI, SUNASS, OSIPTEL, OSINERGMIN, among others) in the supervision of economic activities and the management of public services.
  • To effectively apply the principles of competition, subsidiarity and economic regulation, analyzing their impact on strategic decision-making in Public Administration, the judicial defense of the State, administrative contracts, concessions and other key areas of public and private management.
  • Develop skills to manage sanctioning, auditing and control processes, applying Administrative Sanctioning Law and auditing standards in various entities, in order to guarantee legality, transparency and efficiency in the execution of sanctions and regulations.
  • Strengthening skills in the management of infrastructure, public assets and public procurement, covering legal, economic and operational aspects that allow professionals to participate in the planning, execution and supervision of contracts, concessions and public purchases efficiently and in accordance with current regulations.
  • To promote a strong professional ethic and respect for the principles of deontology in the public and private sectors, reflecting on the role of the regulator and the legal professional in promoting justice, transparency and efficiency in the application of administrative and contractual rules.

 

Participant profile
  • Aimed at public administration professionals at all levels of government,
    especially those who work in areas of legal regulation, control, oversight, sanctioning law, economic regulation and analysis of regulatory bodies (such as Indecopi, Sunass, Osiptel, Osinergmin), specialized superintendencies (such as Sunedu, Susalud, Sutran), among other administrative entities.
  • Aimed at members of the Public Prosecutor's Office and the State's legal defense, as well as professionals in human resources, logistics, the National Supply System, purchasing centers and any body dedicated to the management and execution of administrative contracts (state, concessions, among others) and the administration of public assets.
  • Aimed at arbitrators, arbitration secretaries, technical secretaries, legal advisors, members of Administrative Tribunals, Senior Management Personnel, Public Managers, Heads of administrative entities and members of disciplinary commissions.
  • It is also of interest to lawyers from law firms, concessionary companies, state contractors, consultancies, investment funds, banks, municipal and rural savings banks, and any entity involved in public procurement financing, as well as to construction companies, supervisors and other private sector organizations.
  • The program is open to judges, prosecutors in criminal, constitutional and administrative law –
    Administrative staff, as well as judicial and prosecutorial personnel. Finally, university professors of Administrative and Constitutional Law, as well as bachelor's or university graduates interested in specializing in these topics.
  • Professionals interested in regulation and administrative law, who wish to continue their professional training and validate this subject as part of the Master's Degree in Law
    Administrative and Market Regulation of the University of Piura.

 

Teaching methodology

The program will be developed using a theoretical-practical methodology, combining the teaching of conceptual foundations with practical application through real-world case studies. It will be delivered in a blended learning format, maximizing both in-person and online learning.

 

Study modality
(Hybrid learning)

Most classes will be taught in person by expert professors and will be complemented by online classes, including workshops and lectures given by our international faculty. These online sessions may be synchronous (real-time) or asynchronous (recorded), allowing participants flexibility in accessing the content.

The diploma program will also be available entirely online upon request. In this format, in-person classes will be broadcast live from the classroom where the professor will conduct the session. It is important to note that by connecting through the platform, students will only be able to hear the professor in real time. Please be advised that this format is not eligible for credit transfer toward the Master's Degree in Administrative Law and Market Regulation.

 

Certification

At the end of the diploma program, students who pass all subjects, meet the attendance requirement and have no debt with the University, will be awarded a diploma in accordance with the University Law, equivalent to 24 credits.

The diploma is issued in digital format and will be sent to the students' email addresses.

If, upon successful completion of the diploma program, the student is interested in continuing their studies in the Master's Program in Administrative Law and Market Regulation, they may transfer the two semesters of the diploma program toward the two semesters of the aforementioned master's program, provided they enrolled in the blended learning modality and meet the established requirements. *Important: If the student obtained the diploma and then decides to continue their studies in the Master's Degree in Administrative Law and Market Regulation and obtains the Master's degree, the diploma will become invalid, as the academic degree replaces it.
