Dr. Juan Luis Pulido Begines

Professor of Commercial Law at the University of Cádiz. Arbitrator at the Arbitration Court of the Cádiz Chamber of Commerce. Lawyer. Academic Advisor (Off Counsel) at the law firm Martínez-Echevarría/Ribera Abogados. He is a member of the Board of Directors of the Journal of Transport Law, a member of the External Evaluation Committee of the journal Business Law, a member of the Scientific and Review Committee of the journal Transport Law, a member of the Scientific Committee of the journal Studia Iuridica Toruniensa, and a member of the Scientific Committee of the journal Maritime Law Yearbook.

He was Technical Director of the Master's Degree in Maritime-Port Management and Administration, at the University of Cádiz, from 2001 until September 2011.

Dr. José Luis García – Pita

Former President of the Colombian Maritime Law Association. Full member of the International Maritime Committee and member of the Ibero-American Institute of Maritime Law. Author of the book “Legal Aspects of Logistics and Logistics Service Contracts” and editor of the book “Perspectives on Maritime Law and Logistics.” Arbitrator, research professor in the Department of Commercial Law at Externado University (Colombia), and partner at Franco & Abogados. Director of the Logistics Observatory at Externado University.

Doctor of Law from the University of A Coruña (Spain). Lawyer from the University of Piura. Full Professor of Commercial Law.

Dr. Víctor Sebastian Baca Oneto

Doctor of Law from the University of Valladolid (Spain). Lawyer from the University of Piura. Full Professor of Administrative Law at the University of Piura. Academic Director of the MAR. Currently, he is Of Counsel at the Garrigues office in Lima.

Dr. Álvaro Miguel Zegarra Mulánovich

Doctor of Law from the University of A Coruña (Spain). Lawyer from the Catholic University of Peru. He is a tenured professor of Commercial Law at the Faculty of Law of the University of Piura.

Dr. Susana María Mosquera Monelos

Lawyer from the University of Piura. Master's degree from the University of Barcelona. Specialist in natural resource management. Professor of Agricultural and Fisheries Law at the University of Piura. Advisor to public and private institutions, as well as international organizations such as the United Nations Development Programme (UNDP). Currently, advisor to trade associations and companies in the fishing, aquaculture, and agribusiness sectors.

MSc. Fidel Reyes Melendez

Master of Science (M.Sc.) Maritime Affairs. Captain of the SGC (r) of the Peruvian Navy. He was Director of Control of Aquatic Activities of the General Directorate of Captaincies and Coast Guard. He is Alternate Permanent Representative of Peru to the International Maritime Organization.

MSc. Manuel Hinojosa

Captain (Retired) of the Peruvian Navy, having served in the National Maritime Authority – Directorate General of Captaincies and Coast Guard for 30 years. He holds an MSc in Maritime Affairs from the World Maritime University – Malmö, Sweden, specializing in Maritime Safety and Environmental Protection. He has held various positions in units and departments of the National Maritime Authority, including First Assistant to the Port Captain of Callao, Port Captain of Chimbote, Director of Aquatic Activities Control, Director of International Affairs, and Commander of Coast Guard Operations.

Mgtr. Jesus Menacho Piérola

Bachelor and Bachelor of Naval Maritime Sciences; Graduated from the Basic Intelligence Course, the Basic General Staff Course, and the Command and General Staff Course at the Naval War College. Likewise, specialized in Captaincy and Coast Guard, and in Hydrography and Navigation.

Master in Port and Coastal Engineering from the Center for Experimentation of Public Works (CEDEX) – Polytechnic University of Madrid – Spain (2002); Master in Maritime Strategy at the Higher School of Naval War (2008); Master of Science in Maritime Affairs, specializing in Maritime Security and Environmental Management from the World Maritime University (WMU) of Malmö – Sweden (2010); Specialist in International Maritime Law at the Spanish Maritime Institute and the Pontifical University of Comillas in Madrid (2016) and Graduate of the Course on International Port Law and the Course on International Maritime Security Law at the International Maritime Law Institute (IMLI), in Malta (2021).

Master Marco Hernandez

Master's degree in Strategic Business Administration from the Pontifical Catholic University of Peru. General Director of the Maritime and Port Institute of Peru (TRAINMAR PERU). He has served as General Director of Water Transport at the Ministry of Transport and Communications (MTC). Innovation and New Business Development Manager at Tramarsa. Manager of Tramarsa's Integrated Management System. Professor of professional courses in the Master's Program in Maritime and Port Administration at the University of Callao and the National School of the Merchant Marine.

Master Jorge Andaluz

He holds a Master's degree in Maritime Strategy from the Naval War College and a Master's degree in Political Science with a specialization in International Relations from the Pontifical Catholic University of Peru. He earned a Bachelor's degree in Naval Maritime Sciences from the Peruvian Naval Academy. He served as Director of the Naval War College. He has been Second-in-Command and Commanding Officer of the BAP Quiñones. He has also served as Head of the Evaluation, Doctrine, and Training Offices at the General Command of Pacific Operations and as Liaison Officer to the United States Navy Fleet Forces Command. He is currently the Deputy General Manager of the ATHOQ SAC Group.

Master Edmundo Deville

He holds a Master's degree in Administration from San Ignacio de Loyola University and a Master's degree in Politics and Strategy from the Naval War College. During his operational service, he has commanded naval units such as corvettes and missile frigates, serving as Commander of the Surface Force, Commander General of Pacific Operations, and Commander of the Pacific Task Force in Exercise PANAMAX, whose objective is to provide maritime security for the Panama Canal as part of hemispheric protection efforts. In subsequent years, he served as Director General of the Port Captaincies and Coast Guard (Maritime Authority of Peru). He was Vice-President of the Council of the International Maritime Organization (IMO), headquartered in London. He is a member of the Board of Governors of the World Maritime University (WMU).
