About the program

The specialization program aims to provide an up-to-date and practical overview of the concepts that comprise the main disciplinary regimes of the Peruvian public service. This sixth edition will place special emphasis on the analysis of functional administrative liability under the purview of the Comptroller General of the Republic, particularly regarding infractions related to public procurement and the State's financial management. Specialized sessions on disciplinary litigation and internal discipline applied to personnel of public enterprises will also be included.

 

Learning Objectives
  • To train people who have theoretical and applied concepts about Peruvian disciplinary law.
  • To prepare students in the art of disciplinary litigation.

 

Teaching methodology

This program will be offered in blended mode*.

The program consists of 28 class sessions, both in-person and online. Most classes will be held in person at the Lima campus in the Miraflores district. A smaller number of classes will be held online (primarily workshops and lectures with international professors).

Students can also enroll in a fully online format; in that case, the connected participant accepts that most classes will be taught from the classroom, on the Lima campus.

The connected participant will be able to view the slides or readings shared by the instructor, but their visibility of the classroom whiteboard may be limited. The connected participant will be able to actively participate in the class.

*Within online classes, some asynchronous classes could be given.

The program material will be digital.

Effective classes will end on August 7th.

The final evaluation will be through the submission of the final work: Friday, August 15, 2025.

 

Certification

123 academic hours, which correspond to 84 hours of classes and lectures, 8 hours of case resolution and 31 hours of study of materials.

The certificate will be digital and sent to each student. Participants will receive the certificate of completion provided they successfully complete the program and have no outstanding debts with the university.

The grade and academic hours accredited will be recorded in the certificate.

  • A digital certificate will be provided in a blended learning format: to those who have attended in-person classes (on campus) and have connected to Zoom for virtual classes.
  • A digital certificate will be provided online: to those who have received all classes via Zoom.

The digital certificate in the name of UDEP will indicate: Certificate awarded to the student “Names and Surnames” for having passed with a grade XX the Specialization Program in Disciplinary Regimes of Public Employees, carried out in a semi-presential/online modality, from June 10 to August 15, 2024, equivalent to 123 hours.

(If a student does not pass, a certificate will be issued for having participated).

*In-person classes for the Lima campus will be held at the Miraflores location (Calle Mártir José Olaya 162, Miraflores).

  • It is aimed at Public Administration professionals at any level of government, especially those who work in the areas of human resources, technical secretariat, legal advice, members and members of Administrative Courts, senior management personnel, entity owners, members of disciplinary commissions.
  • Staff from various state-owned companies (public companies).
  • Private sector lawyers interested in the matter.
  • Judges and judicial personnel. Union leaders.
  • University professors of Administrative Law, Criminal and Labor Law.
  • Bachelor of Laws graduates interested in specializing in these subjects.
