A conviction for a crime related to the formation and execution of public contracts has undeniable restrictive effects on the accused and other legal entities. These penal consequences also extend to the contracting public administration and third parties, particularly in their various activities stemming from and resulting from the completed criminal act.
All these legal categories related to the theory of administrative contracts, functional administrative responsibility, patrimonial responsibility, the extinction of ownership of assets, in addition to other accessory issues, generate various problems that must be faced by current operators in our country.
This program is a joint postgraduate activity of the areas of Criminal Law and Administrative Law of the Faculty of Law of the University of Piura.
This program aims to provide an up-to-date and practical overview of the legal consequences of convictions or voluntary admissions of criminal liability in the various forms of Peruvian public procurement. Furthermore, it systematically presents mechanisms for developing strategies to prevent, ensure integrity, and mitigate criminal and punitive risks in the formation and execution of administrative contracts.

Public Administration professionals at any level of Government, especially those working in the areas of Public Prosecution and State legal defense, human resources, logistics, national supply system, public assets, seized assets system, purchasing centers, any type of body dedicated to the formation and execution of administrative contracts (state, concession, etc.), management of public assets, arbitrators and arbitration secretaries, technical secretaries, legal advice, members and members of Administrative Tribunals, Senior Management Personnel, Heads of administrative entities, members of disciplinary commissions.

Classes will be held on Monday, Wednesday and Friday from 7:00 pm to 10:00 pm. and the Saturdays from 09:00 am to 12:00 pm.* Extra dates: Thursday 06/11 and Tuesday 11/11.
The program will be delivered through a blended learning format. In-person classes will be held at the Lima campus: Calle Mártir José Olaya 162-Miraflores, fostering close interaction between instructors and students, as well as networking opportunities. Virtual classes will be conducted via Zoom (both synchronous and asynchronous)*.
Students will have 24/7 access to the UDEP Virtual platform, where they can find the reading material that the teachers will send.
It will also be offered that participants can register completely online, if they wish. The student accepts that face-to-face classes will be transmitted online from the classroom, via zoom. The teacher will be connected in real time, teaching the class to those who attend in person and those who connect via Zoom will be able to listen to it.
*If a synchronous class becomes asynchronous or if there is a change to any date or teacher, students will be notified in a timely manner.
The program consists of 120 academic hours.
The digital certificate in the name of UDEP will indicate: Certificate awarded to the student “Names and Surnames” for having passed with a grade XX the Specialization Program in Criminal Law and Public Procurement, carried out in a semi-presential modality from November 6 to January 15, 2026*, equivalent to 120 academic hours.
A certificate of completion will be issued provided the participant passes the program, has no outstanding debt with the university, and meets the 80% attendance requirement.
If you do not pass the program and have no debt with the university, you will be issued a certificate for having participated.
The digital certificate will indicate a blended learning modality: for those who attended face-to-face classes (on campus) and connected to virtual classes via Zoom.
The digital certificate will indicate online modality: for those who have received all classes via Zoom.
(*)The final date of the program is indicated as the final project submission date. However, the last day of class will be December 12, 2025.
