In recent decades, the defense of the property and economic freedoms of Peruvian citizens and businesses has relied on a fundamental legal framework. Legislative Decree No. 1256 marked a milestone in organizing the fight against illegal and irrational bureaucratic barriers created by the various actions and omissions of the country's administrative entities, and it is currently frequently used by various legal professionals. This course seeks to study this framework from the perspective of administrative law, understanding it as a control function within the administrative sphere, exercised through the powers of the competent bodies of INDECOPI, and encompassing the relevant legal and material activities of all existing administrative organizations in the country.

- To present and understand the most relevant judicial pronouncements produced in this important matter.

To understand and comprehend the phenomenon of administrative antiformalism and the prevention mechanisms of the regime, from a national and comparative perspective (confronted with the Community Law of the European Union).

Aimed at public administration professionals at any level of government, especially those working in the areas of service provision, administrative procedures, production of regulations, granting of enabling titles, legal advice, members and members of administrative tribunals, senior management personnel, general management personnel, and heads of entities.

The program consists of 130 academic hours, comprised of 93 hours of classes and lectures, 7 hours of case studies, and 30 hours of materials study.
At the end of the program, the student will receive the certificate, which will be provided in digital format.
The digital certificate in the name of UDEP will indicate: Certificate awarded to the student “Names and Surnames” for having passed with grade XX the Specialization Program IN ADMINISTRATIVE LAW OF ELIMINATION OF BUREAUCRATIC BARRIERS AND ANTIFORMALISM, carried out in a semi-presential modality from April 13 to June 18, 2026, equivalent to 130 academic hours.
The certificate of completion is awarded provided the participant passes the program, has no outstanding debt with the university, and complies with the 80% attendance record (in person or virtual).
If you do not pass the program and have no debt with the university, you will be awarded a certificate for having participated.
The final assessment will consist of submitting an assignment, which must be completed after the last day of class. Instructions will be provided during the first few days of class.
