Mgtr. Jesus Menacho Piérola

Bachelor's and Licentiate degrees in Maritime and Naval Sciences; specializing in Port Captaincies and Coast Guard, and in Hydrography and Navigation. Master of Science in Maritime Affairs, specializing in Maritime Safety and Environmental Management from the World Maritime University (WMU) in Malmö, Sweden (2010); Master's degree in Port and Coastal Engineering from the Center for Experimentation of Public Works (CEDEX) – Polytechnic University of Madrid, Spain (2002); Master's degree in Maritime Strategy from the Naval War College (2008); Specialist in International Maritime Law from the Spanish Maritime Institute and the Comillas Pontifical University of Madrid (2016); Master in Development and National Defense at the Center for Higher National Studies (CAEN), in Lima (2019); Graduate of the Strategic Management, Defense and Crisis Management Course (CEDEYAC), Naval War College and US William J. Perry Centre for Hemispheric Defense Studies (2020); Graduate of the International Port Law Course and the International Maritime Security Law Course at the International Maritime Law Institute (IMLI), in Malta (2021); and Graduate of the Specialization Program in International Relations of the Diplomatic Academy of Peru, in Lima (2022).

He has over 25 years of experience in maritime affairs, having served aboard ships as a Crew Officer, Executive Officer, and Commanding Officer of various Coast Guard, Hydrographic, and Naval Units, as well as in different departments of the Peruvian Navy. His most recent positions included Head of the Inspections and Audits Office; Director of International Affairs and the IMO; Director of Regulations, Doctrine, and Quality Management; Chief of Staff of the Coast Guard Operations Command; and Director of Port State Control Inspections, Audits, and Supervision at the Directorate General of Captaincies and Coast Guard. He retired at his own request in December 2023.

He currently works as an Independent Consultant specializing in Maritime, Port and Fisheries Affairs, and is President of the Peruvian Maritime Nautical Foundation.

Dr. Ernesto Alonso Calderón Burneo

Doctor of Law from the University of A Coruña (Spain). Lawyer from the University of Piura. He has served as Vice President of the Consumer Protection Commission of North Lima. Full Professor at the Faculty of Law, UDEP.

Dr. Susana María Mosquera Monelos

Doctor of Law from the University of A Coruña. Law degree from the University of A Coruña. Full Professor of Public International Law at the University of Piura. Dean of the Faculty of Law at the same university.

Master Pedro Zavala Yesan

Master's degree in Advanced Legal Studies from the University of Barcelona. Lawyer from the University of Piura. Professor of Agricultural and Fisheries Law at the University of Piura. Advisor to various maritime and fisheries associations and councils.
